Abstract

The purpose of this study is to examine the way in which the application of the 4th Master Plan for Promotion of Gifted Education to the gifted education in the arts, and to draw up appropriate strategies. To this end, 16 experts of gifted education in music, dance, visual art, and traditional arts participated in the written interviews and answered a questionnaire on the 11 tasks from the 4th Master Plan. Based on the analysis of the interview, on the first area of ‘Development of talents through gifted education on student demand,’ it is thorough researches in the aspect of the gifted in the arts before providing education opportunities for all students, the limitations and possibilities of curriculum module, pilot studies and teacher training for program standards, and need-based consulting that are mainly discussed. On the second area, ‘Enhancing diversity in selection of the gifted,’ it is solid observation and nomination system, and research and in-service teacher education for education program as identification of the gifted in arts that are deliberated. On the third area, ‘Guarantee of connectivity in gifted education,’ it is differentiation between regular school curriculum and the gifted program, a portal webpage supporting teachers’ learning and network, and supports for stable longitudinal study that are suggested. On the fourth area, ‘Professional development for teachers,’ most experts demand a leading role of the national research institute and improvement of teacher evaluation indexes. On the fifth area, ‘Building a system for supporting the gifted education,’ most experts put an emphasis on the continuous placement of supervisors specialized in arts as well as the accountability of the Ministry of Culture, Sports, and Tourism. Based on the results, the study provides some suggestions for policy implementation and long-term development practices according to level of implementation of gifted education in the arts.
