본 연구는 전국 대학부설 예술영재교육원의 운영 실태를 분석하고 정책적 개선 방향을 제시하는 것을 목적으로 한다. 연구 방법으로는 영재교육종합데이터베이스(GED) ‘영재교육 기관알리미’에 탑재된 기관별 데이터와 각 기관별 홈페이지에 게시된 자료에 대한 분석을 실시하였고, 각 기관별 확인 과정과 기관 방문 및 관계자 인터뷰 조사를 실시하였다. 연구 결과, 대학부설 예술영재교육원은 수도권에 집중되어 지역 간 불균형이 심각한 것으로 나타났으며 학교급으로는 초등과정이 중심을 이루고 중․고등학교 단계와의 연계성이 부족하였다. 재정 운영 측면에서는 기관별 차이가 크며, 대다수의 기관이 학생 자부담금에 의존하고 있었다. 교육 운영 방식에서는 예술 분야별로 차별화되었으나, 강사 운영 체계는 기관마다 상이하며 강사 대상 연수가 미흡한 것으로 나타났다. 이에 지역 간 교육 격차 해소, 온라인 교육 환경 구축, 안정적인 재정 지원 체계 마련, 교육과정 확대 및 융합 교육 강화, 맞춤형 학생 관리 시스템 구축, 국제 교류 프로그램 활성화 등을 정책 개선 방안으로 제안한다.
Abstract
This study examines the operational status of university-affiliated arts gifted education centers in South Korea and proposes policy improvements. An analysis of GED data, institutional websites, site visits, and interviews revealed significant regional disparities, with a concentration in the Seoul metropolitan area. Most centers focus on elementary education and, with limited continuity to secondary education. Financial dependence on student tuition varies across institutions. Music education emphasizes individual lessons and ensembles, while art education prioritizes project-based learning and digital technology. Instructor training is insufficient for many of these programs. To address these issues, this study suggests reducing regional equity gaps, enhancing online education, securing stable funding, expanding curricula, strengthening interdisciplinary education, and promoting international exchanges.
