Abstract
This study aims to explore the necessity of a new collaborative model, the “innovation alliance system,” as a means to overcome the limitations of Korea’s existing catch-up type cooperation framework between large and small- to medium-sized enterprises (SMEs). The traditional system, largely based on subcontracting and trickle-down effects from large firms, has increasingly revealed structural constraints in the face of intensified global competition, rapid technological innovation, and the expansion of digital transformation. Through a review of prior studies and an analysis of domestic and international corporate cases, this research compares the catch-up model with the innovation alliance system and identifies its concrete types and characteristics. The findings suggest that the innovation alliance system can be categorized into forward/backward innovation alliances, supportive innovation alliances, and cross-industry innovation alliances. These forms extend beyond conventional value chains to include strategic cooperation with competitors and new industry players. Such a transformation represents not a short-term institutional change but a long-term, incremental process that requires governmental facilitation through ecosystem-building and institutional support rather than regulation-centered approaches. This study contributes by presenting a new policy direction for large-SME collaboration and offering practical implications for establishing a sustainable industrial ecosystem through innovation alliances.
