朝蘇末i홈宗은 제국주의 열강의 각축 속에서 조선의 주권을 수호하고자일련의 정책을 추진하였다. 前近代的인 동아시아의 국제질서가 일본에 의해파괴되면서 새로운 國|際法體짧,,의 질서로 재편되어 가는 과정에서 조선에 利 益線을 두고 있던 열강으로부터 조선을 보호하고자 勢力均衝政策, 中立化政 策, 特使外훗 퉁의 정책들을 시도하였다. 그 중 조선의 중립화논의는 이미 1 880년대 초부터 국내외 인사들에 의하여 다양하게 제기되어 왔으나, 초기에는 고종에 의해서 중립화론이 구체적으로 진척되지는 못하였다. 그러나 주권의 위기가 심화되어가자 고종은 중립논의를 수용하여 열강의 대한제국 중립보장을 이꿀어 내고자 하였다. 고종의中立化論은 두가지로 나누어 이해할 수 있는데, 일반적인 중립개념인 戰時中 立과 전쟁상황이 아니더라도 특별한 선언에 의하여 중립의 지위를 평소에국제적으로 인정받는 永世中立이다. 永世中立은 情日戰爭이후 일본의 침략정책 강화에 따른 위기의식에서 모색되어졌고, 戰時局外中立은 美西戰爭때의 중립견지와 러일전쟁의 위기속에서 이루어진 전시국외중립 선언으로 나타났다. 이러한 고종의 중립화 노력은 이미 조선의 국권이 기울어가는 시점, 곧 열강에 의하여 동아시아의 세력분할이 이루어지는 시점에서 시도됨으로 인하여 열강의 공동보장을 이꿀어내는 데에는 실패하였다. 그러므로 고종의 중립화 시도는 일정한 한계가 있었다고 할 수 있으나, 제국주의 열강의 침략위협아래 주권을 지키고자 독자적인 움직임을 지속적으로 시도하고 있었다는 점은 高宗時代의 역사룹 주체적으로 이해하는데 주요한 단서가 되고 있다. 이러한 점에서는 고종의 중럽화 노력은 큰 의미를 갖는다 할 것이다 .
Abstract
Choson was under the interference of Chong after the policy for the balance among the Powers due to ‘the event in Keomun-do’, Chong withdrew from Choson followed ‘Chong-Japan War’, and then Russia and Japan confronted in Korea Peninsula‘ In this circumstance the will for independence surged up among Choson politicians and K이ong attempted to secure the sovereignty by taking the policy of neutrality. The policy of neutrality had already been under discussion by tbe people from various field when Choson drove the policy for the balance. Tbe policy of neutrality was meaningful in the aspect that was K이ong‘ s autonomous foreign p이icy which sought to protect sovereignty through the common 맹arantee by the Great Powers in the middle of visualization of imperialistic pillage, though it is somewhat passive comparing to the policy for the balance. But for the division of the concessions in East Asia was settled by the Great Powers, the exclusive domination of imperial Japan over Choson was confirmed and K이ong‘ s policy of neutrality was not accepted by the Powers and it also turned to fail. As studied as above, it is understood that King K이ong in late Choson drove various policies to secure our sovereignty. Such a fact presents an issue to understand the history of late Choson. Thus, it is that Cboson coped with the struggle among the Powers subjectively. In this aspect, the understanding on King K이ong also should be changed and evaluated properly as a subject of the history of late Choson.
