Abstract
This thesis is primarily devoted to analysing two things. First, what is the background of the neutralization policy of the Korean empire government? Second, why the Korean empire government went on pursuing the policy in spite of low feasibility? In fact, through the neutralization policy, the korean empire government could get the political independency under the circumstances of newly shaped check and balance mechanism between Russia and Japan after the collapse of the dependency to Russia. So it is not unreasonable to say that the desire of the Korean empire government to get the political autonomy made the neutralization policy possible. There is another thing to point out. The Korean empire government was persistent in the Neutralization policy until the Russo-Japanese war with the misunderstanding of the cause of the war. In other words, at those time, the Korean government wrongly concluded that the Russo-Japanese conflict lies in Manchuria, not in the Korean Peninsular. According to this conclusion, the Korean government could not give up the desire of keeping the country independent with the Neutralization policy after the settlement of the Manchurian problem between Russia and Japan.
