사회적 갈등 비용과 선거의 갈등해결기능에 대한 연구

한국사회에서 갈등 연구는 정부가 추진하는 공공사업에 대한 정부 또는 공공기관과 주민 사이에 발생하는 공공갈등에 중점을 두어 진행되어 왔다. 갈등 양상의 다각화와 갈등 대상의 다양화는 한국사회가 경험하는 갈등에 대한 심각성과 갈등해소를 위한 대책마련의 필요성에 대한 공감대를 형성하게 되었다. 갈등의 심각성에 대한 이해에 따라 갈등해결을 위한 다양한 수단에 대한분석적 이해는 시도되었지만 대부분의 선행연구가 커뮤니케이션이론, 협상이론, 중재와 조정 과정, 그리고 사법적 소송제도와 같은 제도적 접근에 국한되어 논의되어 왔다. 이에 반해서 주민들이 참여하는 의사결정과정인 선거에 대해서는 갈등해결 도구로서 구체적인 논의와 연구가 실시되지 않았다. 본 연구는 사회적 갈등에 대한 사회적 비용과 갈등해결 메커니즘으로서 선거가 가지는 효율성에 대한 연구를 주된 목표로 한다. 우선, 본 연구는 사회적 갈등이 초래하는 비용계산을 시도한다. 한국사회에서 나타나고 있는 민간영역의 갈등사례를 (1) 아파트 주민대표 선출(입주자대표회의) 사례 그리고 (2) 협동조합의 대표자 선출 사례에 대하여 갈등비용을 산출한다.
Abstract
Korean academic community has studied the domestic-social disputes with an emphasis on the social overhead capital work by the central government. There are various types of disputed with different types of relevant parties in the public disputes. Since these type of social conflict inevitably involve a huge amount of socio-economic cost, Korean society begin to form a social consensus of an alternative institution or approach to resolve these conflicts. However, various researches concentrates on a few theoretical frameworks such as communication theory, negotiation theory, arbitration and mediatio process, and litigation approach. Among other approach, academic community has intentionally or not discounted the utility of local polling as an alternative decision-making process and a conflict resolution process. This will analyze the socio-political cost of the domestic-social disputes in Korean society and will address the utility of local voting for resolving the disputes. I selected two cases of domestic-social dispute in civil society: 1) election of the residents’ representatives in the apartment complex, 2) election of the representative of the cooperative union.
