이 글의 목적은 민주화 이후 한국 정당체계의 변화를 재편성 개념으로설명하는 것이다. 특히 1987년 대통령 선거와 2002년 대통령 선거 이후에나타난 변화들이 어떻게 다른지에 대한 분석을 통해 정당체계 변화의 메커니즘을 밝히고자 했다. 이 목적을 위해 본문은 크게 다음 4가지 내용으로구성된다. 첫째, 미국의 정당체계 변화를 재편성 개념으로 설명하는 논의들에 대한 고찰이다. 재편성 개념은 사회적 균열구조에 의해 정당체계가형성, 변화되지 않는 미국적 상황에서의 정당체계 변화를 설명하기 위해도입된 개념이다. 정당체계의 변화를 설명하기 위한 중대선거 재편성과 장기 재편성 개념 등에 대한 고찰을 통해 재편성 개념의 유용성을 살펴본다.둘째, 유럽에서의 정당체계 변화를 재편성 개념으로 설명할 수 있는가에대한 논의이다. 전통적으로 사회적 균열구조에 따른 정당체계가 형성, 유지되어왔던 유럽에서 70년대 이후 나타나고 있는 정당체계의 변화현상들은 균열구조의 변화만으로는 설명되지 않는다. 변화된 균열구조가 정당체계에 어떤 영향을 미치는지, 유권자와 정당 관계는 어떤 변화를 겪고 있는지에 대한 설명에서 재편성 개념이 갖는 유용성을 설명한다. 셋째, 재편성개념에 대한 재규정이다. 한국의 정당체계 변화를 설명하기 위해 사용되는개념으로서의 재편성 개념을 어떻게 규정할 수 있을지를 다룬다. 끝으로87년 대선과 2002년 대선에서 나타난 한국 정당체계의 변화를 재편성 개념으로 설명하고자 한다. 두 선거는 정당체계의 근본적인 변화를 초래하였으나 각각의 변화 메커니즘은 차이가 있다. 균열구조와 정당의 동원 메커니즘의 상관관계 분석을 통해 두 선거의 차별성을 밝히고 각각의 선거 결과로서의 정당체계 재편성을 설명한다.
Abstract
The political party system in Korea is changing now. It is the purpose of this article to analyze the changing mechanism of Korean party system. The text is composed of four parts. First, it is observed that the concept of realignment and the theories of realignment for explaining American party system change. The realignment theory was originally developed to explain party system change in America. Critical election realignment or secular realignment accounts for the changing mechanism of party systems. Second, I observed the interpretations of party system change in Europe. European party systems have been explained with social cleavages. However political changes since 1970s are different with older changes, and it is difficult to explain the mechanism of changes only using the concept of social cleavage. The idea of realignment is useful to analyze how the social structural changes affect party systems, and to explain the change of coalition between political parties and voters. Third, The redefinition of realignment conception. The situation of Korean political party system is different of U.S.A. or Europe. It is useful to redefine the realignment concept to analyze party system change in Korea. Finally, I accounted for the change of Korean party system by realignment idea. The presidential election in 1987 and 2002 are the examples of party system realignments. Two elections lead to political party system change in Korea, but the mechanisms of change were different. I analyzed two elections through the changing structure of political cleavages and the mechanisms of political mobilization.
