본 연구는 2000년대 후반 프랑스의 급진좌파 정당들이 주요 선거에서 약진하였음에도, 점차 동력을 상실하고 성장세를 이어가지 못한 맥락을 분석한다. 반자본주의신당은 2007년부터 2009년 상반기까지 높은 지지율을 확보했으며, 2009년 창당후 공산당과 좌파전선을 구성한 좌파당은 이후 유럽의회선거와 대선에서 괄목할만한 성과를 냈다. 2012년 집권한 사회당이 부유세 등의 핵심 공약을 포기하고 친자본노선으로 선회하면서 두 정당이 개입할 수 있는 국면은 더욱 더 확대되었다. 그럼에도 두 정당은 기존 지지를 오래 유지하지 못했으며 선거연합 구성 문제로 내분을겪었다. 반면, 소외 계층과 노동자들을 강력한 지지 기반으로 확보하는 데에 성공한정당은 국민전선이었는데, 이들은 좌파의 담론을 흡수하여 자유시장경제와 세계화의 폐해를 비판하는 전략을 취했다. 현재 프랑스의 급진좌파 정당들은 극우 민족주의 논리에 맞설 수 있는 차별화된 지향을 발전시키는 데에 어려움을 겪고 있으며, 특히 보호주의와 유럽통합을 지지하거나 거부해야 하는 딜레마에 빠지게 되었다. 결론적으로 본 연구는 극우 포퓰리즘에 대항할 수 있는 이념과 전략 개발 없이는, 사민주의의 우경화와 경제위기 심화가 그 자체로 급진 좌파정당에게 유리한 국면을제공하지 않는다는 사실을 밝혔다.
Abstract
This article analyzes the context in which the French radical left parties lost momentum, in spite of their achievements in the major elections in the second half of the 2000s. The New Anticapitalist Party (Nouveau parti anticapitaliste; NPA) secured its highest popularity rating between 2007 and 2009, and the Left Party (Parti de Gauche; PG), which created the Left Front (Front de gauche; FG) with the Communist Party (Parti communiste française; PCF) in 2009, also accomplished remarkable results in the European parliament and the presiden- tial election. As the ruling Socialist party (Parti socialist; PS) abandoned centerpieces like a progressive income tax system and adopted pro-business policies, the two parties’ influence over French domestic politics could have grown. However, they could not maintain public support and struggled to deal with internal conflicts related to their electoral alliance strategies. Meanwhile, it was the National Front (Front national; FN) that succeeded in securing solid support from the underprivileged and working classes by absorbing left discourses and criticizing globalization and the free market economy. At present, far left parties in France are having difficulty providing a differentiated orientation from and against far right nationalism. They confront dilemmas between protectionism and liberalization, as well as between pro- and anti-Europeanism. Unless their strategies against far-right populism are developed, the rightward shift of social democrats and the deepening of economic crisis will not be enough to create favorable circumstances for the radical left parties.
