2017년 프랑스 선거는 전통적 좌우 거대정당이 유권자 지배력을 상실하면서 지금까지주변부에 머물던 신생 정당들이 중심부로 진입하는 이변을 연출했다. 마크롱이 이끄는신생 중도정당 En Marche의 압승, 양극체제의 양 축을 담당해 온 사회당과 공화당의 참패, 불복하는 프랑스의 선전과 국민전선의 약진은 기존의 산업사회적 균열구조로 설명하기에는 많은 한계를 보여준다. 이미 후기산업사회에 진입한 프랑스는 산업사회의 균열구조가 잔존하고 있지만 그 영향력은 눈에 띠게 약화되었으며, 새로운 정치적 균열구조의 등장에 따른 정당의 분산화가 진행 중인 것으로 보인다. 결국 2017년의 선거는 프랑스 정당체계의 불완전한 변화과정에서 치러진 선거라고 평가할 수 있다. 게다가 대통령 임기와 하원 임기를 일치시킨 헌법개정은 하원 총선거의 대통령선거 동조화를 낳으면서 총선에 대한 유권자의 관심을 약화시켰다. 대통령선거 한 달 후에 치러지는 하원총선거는 대선과 유사한 결과를 보여주었으며, 30% 정도의 투표 참여율 격차가 나타나고 있음을 확인할 수 있다. 대통령선거와 하원 총선거의 투표 참여율과 함께 투표 참여패턴에 있어서도 양 선거는 큰 차이를 보여준다. 대통령선거의 1차 투표와 결선투표에모두 참여한 유권자는 72.7%에 달했다. 이에 비해 하원 총선거에서는 38.4%의 유권자만이 1차 투표와 결선투표에 모두 참여한 것으로 조사되어 두 선거에 대한 유권자의 관심도가 큰 차이가 있음을 보여준다.
Abstract
The results of 2017 French presidential and legislative elections represent an important shift in which new parties that had stayed in the periphery entered the center as the traditional left and right major parties lost their voter control. The existing social and industrial cleavage structure is insufficient to explain the landslide victory of Macron’s new centrist party La République en Marche (LREM), the collapse of two left and right major parties, the Republicans and Socialist Party, and the rapid strides of Front National and La France Insoumise. France, which has already entered the postindustrial society, still has a cleavage structure of the industrial society, but its influence is noticeably weakening. Also, political parties are fragmenting due to the emergence of a new political cleavage structure in both left and right parties. Therefore, the 2017 elections can be defined as elections held in the incomplete process of changes in the French party system. Moreover, the constitutional amendment that matched the term of the National Assembly and the Presidential term weakened voters’ interest in the legislative election. The legislative election, which took place a month after the presidential election recorded low turnout, about 30% less than presidential voter turnout. The two elections also showed a big difference in the patterns of voting participation as well as voter turnouts. The number of voters who participated in both the first and final rounds of the presidential election reached 72.7%. Conversely, only 38.4% of voters participated in both the first and final rounds of the legislative election, indicating a big difference in voters' interest in the two elections.
