Abstract

South Korea’s rapid transition into a multicultural society has raised profound questions about the boundaries and identity of its democracy. Since granting local voting rights to foreign permanent residents in 2005—the first case in Asia—the system has faced a legitimacy crisis amid the absence of reciprocity, concentration of certain nationalities among voters, low turnout, and tensions with the principle of popular sovereignty. Moving beyond a binary debate of support and opposition, this study undertakes a multidimensional legal, philosophical, and comparativepolitical analysis to reframe the issue as the “boundary problem of democracy,” namely who constitutes the political community. Building upon the concept of “denizenship,” which separates nationality from political rights, the paper proposes a multi-layered participatory model: limiting the “authorial” right to form government while ensuring broad access to “editorial” participatory channels such as hearings, advisory councils, and foreign residents’ assemblies. Ultimately, the study positions foreign suffrage as a touchstone for the maturity of Korean democracy and seeks to establish an institutional foundation for a balanced, security-conscious, and human-rights-oriented model of Asian multicultural democracy
