이 연구는 캐나다 브리티시 콜롬비아(British Columbia)주의 교육과정 개혁 사례를 내러티브적 관점에서 살펴보고자 하였다. BC주는 미래에 대한 대비를 목표로 2010년부터 전면적 교육과정 개정 작업에 착수하였다. 장기간에 걸쳐 폭넓은 의견 수렴을 거쳤고, 진전 사항은 문서로 정리하여 웹사이트에 탑재하는 등 관련 당사자와 일반 대중에게 개발 경과를 계속해서 알려 나간 점 등이 특기할만하다. 이 과정을 거쳐서 2015년 개정 교육과정은 개별화된 학습에 뿌리를 두고 ‘알기/행하기/이해하기’ 모델을 적용한 역량 기반 교육과정으로 탄생하였다. 이와 같은 BC주의 교육과정은 다음과 같은 점에서 의미 있는 시사를 제공한다고 할 수 있다. 즉, 폭넓은 참여와 민주적 절차와 과정을 통한 개정이라는 점, 학생의 학습 진보에 대한 깊이 있는 이해로부터 출발하고자 했다는 점, 교육과정 개선과 연계된 평가 개선의 노력과 병행되었다는 점, 엄격한 교육 기준을 유지하면서도 혁신을 지원하는 방향으로 개혁을 추진했다는 점, 교육과정을 문서 형태가 아니라 웹페이지 구축을 통해 누구나 손쉽게 찾아보고 참조할 수 있는 형태로 제시하고 있다는 점 등을 눈여겨 볼 필요가 있다.
Abstract
This study tried to examine the case of curriculum reform in British Columbia, Canada from a narrative perspective. BC began a full-scale curriculum revision in 2010. It is noteworthy that the development progress has been continuously communicated to relevant parties and the general public, such as collecting opinions over a long period of time, documenting progress, and posting it on the website. Through this process, the revised curriculum in 2015 was born as a competency curriculum based on individualized learning and applying the Know/Do/Understand model. BC's curriculum can be said to provide meaningful implications in the following respects. That is to say, it was a revision through broad participation and democratic procedures and processes; it was intended to start from an in-depth understanding of student learning progress; it was paralleled with efforts to improve evaluation in connection with the improvement of the curriculum, and strict educational standards were followed.
