최근 30년 동안 상위 개도국의 항만 인프라 개혁이 붐을 일으키면서 세계 랭킹 상위권에 도전에 박차를 가하고 있다. 경제성장 촉진이 시장개방과 함께 무역을 통해 이루어진다는 신념 하에 항만 물동량 증가는 무역증가를 측정하는 기준이 되었고, 항만인프라의 현대화와 효율적 운영은 물류체계 개선의 일환으로 매우 중요한 과정으로 대두되어 왔다. 그러나 항만 인프라 개혁의 도입은 국가 별로 커다란 차이를 보이고 있는데, 이는 국가자체의 정치, 경제, 사회적 환경과 정책을 실현하는 방법, 과정 등 서로 상이한 내재성과 시스템이 서로 충돌하거나 융합되는 과정이기 때문이다. 브라질과 한국의 항만인프라개혁은 선진시장변화에 따른 정부의 물류개혁정책의 일환으로 시작되었고, 이는 새로운 선진 물류패턴의 확산과 수용 과정을 의미한다. 항만개혁과정을 통해 정부 역할의 축소와 민간부분의 역할증가가 두드러지는 가운데, 기존의 정부 주도의 사회간접자본 운영의 자주성이 배제되고 있으며, 항만이라는 공간이 경쟁의 장으로 전환되고 있다. 이러한 항만인프라의 현대화는 주로 항구 내 새로운 기계 및 장비 설치와 이를 운영 및 경영하는 새로운 시스템 도입으로 주로 평가되고 있다. 본 논문은 이러한 관계 속에 브라질과 한국의 항만인프라 개혁과정이 단순히 외부의 선진 시스템 도입에 그치는지, 아니면 국가 자체가 갖고 있는 특유의 정치, 제도, 경제-사회적 공간의 진화가 더 강하게 작용되고 있는지에 대해 논하고 있다. 그러나 이러한 분석이 제대로 이해되어지기 위해서는 무엇보다도 브라질과 한국의 항만인프라 개혁을 단순히 요소 별 관점에서 기술한 것이 아니라 전체적 맥락 안에 내포하고 있는 기준범위와 그 함의를 이해하는 것이 중요하다.
Abstract
In recent decades, the port reform is booming among the developing countries, causing a race to occupy the high position in the world ranking of ports. The countries open to the global market consider this trend as a goal to increase trade and to achieve accelerated economic growth. In this context, South Korea and Brazil began to reform the ports through the process of logistics reform promoted by the governments. While the role of government is reduced with increasing private participation in port operations, the port space becomes a place of competition under new pattern of port infrastructure development. The port modernization involves installation of new imported equipment and facilities in the material aspect and adoption of new systems of disciplinary content of port operations management in immaterial aspect. This work addresses the new development model of Brazilian and Korean port infrastructure through the port reform of political and institutional process. The port reform can be interpreted as a port modernization and each country takes step in different way due to its different adaptation based on each country’s endogeneity in the economic, political, social factors throughout history. Therefore, this article establishes careful criteria to approach to the reality and to understand their implications of port reforms in the two countries.
