Public administration in Korean ports has not been opend completely yet. Semi-closed system has been maintained until now. Compared with the past, however, it has been improved increasingly in the aspect of exchange of informations and reflection of opinion from the port users, port companies, and Port Authority. In this circumstances, this paper attempts to delineate the necessity of the introduction of ‘open port policy making system’ for the democratic decision making procedure and minimizing the possible conflicts which shall be brought about in the process of making port policy among the interested parties. Furthermore, this paper intends to increase the efficiency of implementing port policy and maximize the effect of port policy. The conclusion from the analysis will be useful for the Port Authority to liberalize port policy making procedure and mutual exchange of port informations among concerned parties.
