Abstract

This study focuses on the generative mechanisms of the Chinese Communist Party’s (CCP) governing legitimacy. It argues that such legitimacy does not rely solely on economic performance or ideological narratives, but is dynamically reproduced through a composite logic of institutional governance, narrative politics, and social embeddedness. Drawing on Beetham’s three-dimensional structure of legitimacy and elite politics theory as the analytical framework, the paper systematically traces the historical evolution of the CCP’s legitimacy and examines it from four dimensions: organizational legitimacy, narratives and symbols, personalized governance, and social embeddedness. The findings indicate that the CCP establishes organizational legitimacy through cadre evaluation, elite circulation, and technocratization; constructs value recognition through national rejuvenation, developmentalism, and historical memory; and translates abstract power into everyday social order through grassroots governance and emotional mobilization. These mechanisms interact to form a composite structure that combines institutional legitimacy at the state level with affective recognition at the societal level. The contribution of this study lies in proposing a “composite legitimacy” framework, which compensates for the limitations of existing single-dimensional approaches. It also responds to the long-standing “legitimacy crisis” thesis in Western scholarship by revealing the CCP’s dual-level logic of maintaining stability through both institutional and social mechanisms. Furthermore, it suggests ways in which the CCP may enhance its explanatory capacity and present its institutional experience within the international academic discourse. The findings not only deepen the understanding of the CCP’s legitimacy mechanisms but also provide new evidence and perspectives for comparative politics research on authoritarian legitimacy and regime stability.
