한국의 선거제도는 현재 극단화 되어 있는 정치적 대립을 낳은 중요한 원인으로 지목된다. 그러나 선거제도 개혁의 대안에 대해서는 제 세력 간에 합의가 사실상 불가능해 보이는 딜레마를 안고 있다. 따라서 본 연구에서는 지금까지와는 다른 방식의 선거제도 개혁을 제안한다. 주지하다시피, 우리 사회는 선거제도 개혁의 원칙과 내용에 대한 합의 수준이 매우 낮은 상황이다. 이에 더해 양극화된 정치권은 오히려 소모적인 논쟁을 통해 진영 간 대립을 심화시킴으로써 선거제도 개혁의 실질적인 가능성을 높이지 못하고 있는 실정이다. 본 연구가 ‘시민의회(citizens’ assembly)’를 통한 선거제도 개혁에 주목하는 것은 바로 이 때문이다. 그동안 선거제도 개혁의 내용에 대해 주로 논의해왔다면 이제는 새로운 방법론을 통한 접근이 필요하다고 보는 것이다. 따라서 본 연구는 추첨을 통해 구성되는 제3자적인 시민들의 숙의기구를 통해 선거제도 개혁의 대안을 도출해내고, 그 과정 속에서 사회적인 합의 수준을 높여 나갈 수 있는 방안을 제시하였다. 계엄과 탄핵 국면을 거치면서 대의권력과 시민권력의 새로운 결합을 통해 정치개혁을 이룩해 내는 것이 한국 사회에 주어진 당면 과제로 대두되었기 때문이다.
Abstract
The Korean electoral system is pointed out as a major cause of the current polarized political conflict. However, there is a dilemma where it seems virtually impossible to reach an agreement among the various factions on alternatives to electoral reform. Therefore, this study proposes a reform of the electoral system in a different way than before. As is well known, our society has a very low level of agreement on the principles and contents of electoral reform. In addition, the polarized political circles are actually deepening the conflict between the camps through wasteful debates, which is preventing the real possibility of electoral reform from being raised. This is precisely why this study focuses on electoral reform through a ‘citizens’ assembly.’ If the contents of electoral reform have been discussed so far, it is now necessary to approach it through a new methodology. Therefore, this study proposes a plan to derive an alternative to electoral reform through a third-party citizens’ deliberation body formed through a lottery, and to increase the level of social consensus in the process. This is because, after going through martial law and impeachment, achieving political reform through a new combination of representative power and civil power became an urgent task for Korean society.
