이 논문은 사회통합을 이루기 위한 제도적 틀을 모색한다는 측면에서 우리 정치제도가 좀 더 합의제적 모델로 가는 것이 필요하다는 논의와 그 대안을 모색한다. 제도적 대안은 개헌을 전제하지 않은 상황 하에서 실현가능한 방안에 모아지고 있다. 정당제도의 측면에서는 정당체계의 대표성 강화를 위하여 정당설립 요건의 완화와 정치자금 배분제도의 개선을 제시하였다. 개별정당 차원에서는 정책정당 강화를 위한 당수토론, 영수토론, 그리고 매니페스토 정책선거 제도화 방안과 정당공천의 제도화를 위하여 공천시기를 법정화하는 방안을 제시하였다. 선거제도 측면에서는 합의제 모델의 강화를 위하여 지역구와 비례의석 비율을 200대 100의 수준으로 비례대표 의석 확장을 주장하였다. 또한 소선거구 권역별 비례대표제 도입을 제안하였다. 나아가 지방선거 정당공천제 폐지안을 제시하였다. 국회개혁 과제로는 기존의 교섭단체 대표회담 중심의 국회운영을 운영위원회 중심체제로 전환할 것을 제안하였다. 아울러 교섭단체 구성요건을 정당득표율 5% 또는 의석 10석 이상으로 완화할 것을 제안하였다.
Abstract
This study raises the attention to transforming current political systems from a majoritarian model to a consensus model and proposes alternatives to the political party system, electoral system and parliamentary system. The suggested institutional changes are designed to be implemented solely through the legislature and require no changes be made to the constitution. In regards to political party reform, this paper suggests the process of establishing political parties be mitigated by law and the state funding system for political parties be reevaluated so that funds can be more appropriately allocated to political parties, ultimately creating a more fair representation system. This paper also proposes the establishment of a party leaders' debate to discuss pending issues, national policies and the institutionalization of candidate selection in the individual party level by law. This article calls for the enlargement of the proportional representation system from a ratio of 200 single-seat constituencies to a 100 PR system to strengthen the consensus model. Additionally, this article calls for the abolishment of party nominations in the local election system. This article proposes the current parliamentary operating system controlled by parliamentary groups be abandoned and in its place to adopt a parliamentary operating system controlled by a National Assembly steering committee. Also, this article proposes to reduce the required number of seats in a parliamentary group from 20 seats to 10 seats, or 5% of party votes.
