본 논문에서는 EU 내 위기가 지속되고 있는 원인으로 위기의 연쇄반응 및 통화동맹 내 구조적 문제점이 존재함을 지적하였다. 특히 본 논문에서 집중한 점은 현재의 유럽재정위기가 지역블록 내에서 단일 화폐를 사용하기 위한 역내 조건에 관한 사항이다. 유럽재정위기 이전인 2000년-2007년 기간 동안 공동체 내에서는 다양한 노동이주의 흐름이 형성되었다. 특히 2004년 확대 시기 신규 10개 국가와 기존 국가 간 노동이주는 쌍방 간 흐름을 보였으나, 2008년 이후 확연한 변화가 일어났다. 유럽재정위기는 공동체 전체의 경기침체로 이어져 각 국가의 경제성장률 저하 및 실업률 상승으로 나타났으며, 이로 인해 역내 가장 안전한 국가로 지목되는 독일로의 노동이주가 급증하게 되었다. 이전 시기 역내 노동이주가 다양한 방향으로 추동되었던 것에 비해, 단극화된 이주의 흐름이 형성된 것이다. 이는 노동유입에 대한 장벽이 존재하며, 산업 간 격차가 뚜렷한 상황의 세계적 차원에서 형성되었던 노동이주의 흐름과 유사하다. 따라서 향후 동 분야에 관한 논의가 집중되어야 한다.
Abstract
This paper argues that Eurozone's sovereign debt crisis brought about different type of labor mobility compared with that of pre-crisis. Before the Eurozone crisis, citizens of EU member countries emigrated to such states as Germany, UK, and the Netherlands; whereas after the crisis, it was heavily concentrated on Germany. This paper focused on the point in particular, to use information about the conditions at the regional level in the single currency area. Before the EU sovereign debt crisis, from 2000 to 2007, a variety of labour migration flows was formed in the community. When 10 new members entered in 2004, between the old and the new EU, there and multilateral labour flows. But noticeable changes have occurred since 2008. EU sovereign debt crisis has led to the recession of the whole community of each country's economic growth rate decreased and showed an increase in the unemployment rate, which immigration to Germany, the most secure country in this region.
