이 연구는 정보 수용자가 현상을 “있는 그대로” 스스로에게 투사하려는 노력이 필요하다는 점을 먼저 밝히고 러시아 이해를 위한 근간으로 지정학적 유라시안주의를 제시한 다음 이것이 푸틴의 러시아가 추구하는 국가 재조직화 프로그램과 일치하고 있음을 논증한다. 푸틴은 국가 재조직화를 통해 국가의 정책집행능력을 강화하려는 노력을 경주하고 있는 것이다. 그 내용을 보면 의회와 정당에 대한 개혁과 정치구조 자체에 대한 개혁, 나아가 연방헌법에 대한 개정 조치까지 거론된다. 이와 같은 푸틴의 개혁정책의 목표는 “빠른 시일 안에 강력하고, 경제적으로 발전되고, 국제적으로 영향력 있는 국가건설”에 있다. 푸틴의 국가 재조직화 프로그램은 러시아 국내외 언론이나 러시아 연구자들 사이에 높은 주목을 받고 있다. 그러나 푸틴은 러시아 대선에서 두 차례에 걸쳐 당선되었으며 여론조사에서 꾸준하게 높은 국민적 지지를 받고 있어 그의 통치행위를 정당성이 결여된 독재회귀로 폄훼할 수는 없다. 한국은 TKR과 TSR을 연결하는 문제나 시베리아 에너지자원 개발 등을 통한 러시아와의 협력관계 증진을 모색해야 하므로 열린 자세로 러시아에 다가설 필요가 있다.
Abstract
This paper analyzes the Russian president Putin's state reorganizing and political reform policy on the base of understanding Russia's National/State Identity(Geopolitical Eurasianism). During the Post-Soviet transitional period, Russian political elites and people have accepted Eurasianism as a national consensus. Therefore geopolitical Eurasianism is the keynote of all the Russian polices. The method as phenomenological Epoche will be adopted to this analysis. Then Putin's political reform measures―State Reorganizing Program―will be examined in order to identify valuable implications. Since Putin got into power, he has made every effort to build strong and prosperous Russia. It is a process of strengthening state system capability. Considering the Constitutional aspects, there are some problems about his reforms. But Putin has kept his presidential power by democratic procedure. A great many Russians have supported him constantly. So the legitimacy is on him. Putin's Russia explores ways toward peaceful relations with her eastern neighbours including Korea. It is needed to maintain friendly relations and establish deeper confidence between Russia and Korea.
