러시아는 푸틴 2기 이후 수세적 외교정책에서 보다 공세적인 외교정책으로 전환하였다. 이 글은 러시아의 공세적 외교정책이 동북아 다자안보전략에는 어떻게 반영되고 있는지를 검토하였다. 공세적 외교정책의 내용은 푸틴 1기에 수립했던 러시아의 경제 현대화, 정치적 안정, 안보 증진이라는 기본 목표를 그대로 유지하면서, 이러한 목표의 달성을 위한 수단으로서 주권민주주의, 주권경제, 그리고 다극적 질서를 내세우고 이를 보다 공세적으로 추진하였다는 것이다. 러시아는 국가주권의 침해 없는 협력을 통해 극동 및 시베리아를 개발함으로써(주권민주주의와 주권경제의 반영) 이 지역의 통합에 동참하고자 하며, 다자협력의 강화를 통해 역내 영향력 제고(다극적 질서 추구)를 꾀하고자 한다. 러시아는 동북아 다자안보체제 구축이 러시아의 동북아에서의 영향력 제고는 물론 러시아의 극동지역 개발에 기여할 것으로 기대하며, 6자회담을 이를 위한 추동체로 인식한다. 그러나 동아시아 다자협력이 EAS 등을 중심으로 속도를 내고 있는 반면 6자회담은 정체된 상태에서, 러시아는 미래 동북아다자안보협력체를 위한 주요 규범으로써 주권 보장 등을 강조하지만 무리하게 서두르지는 않고 있다.
Abstract
Russia’s foreign policy in Putin’s second term became more assertive than in his first term. This paper examines how Russia’s assertive foreign policy has been reflected in its strategy toward Northeast Asian multilateral security cooperation. The contents of assertive foreign policy of Russia can be summarize that while Russia maintained its foreign policy objectives such as economic modernization, political stability, and enhancement of security which had been established in Putin’s first term, it modified the methods of pursuing them more assertively. The assertive policy used methods such as ‘sovereign democracy,’ ‘sovereign economy,’ and the building of a multipolar world. Russia tries to develop Far East and Siberia through regional cooperation without any infringement of sovereignty (reflection of sovereign democracy and economy), participating in the integration process in Northeast Asia, and to promote a boost of regional influence through the strengthening of multilateral cooperation (promotion of multipolar order). Russia expects that the Six-Party Talks could become an important vehicle for building a multilateral security mechanism in Northeast Asia which would contribute to development of the Far East as well as increase the influence of Russia in the region. However, it will not hurry to build the mechanism even if it continues to emphasize the respect of sovereignty as a norm for the mechanism in the situation of the stalemate of the Six-Party Talks.
