Abstract
This study focuses on the meanings and origins of the ‘Besieged Fortress (BF)’ metaphor and those policies in which BF is embedded in an effort to illuminate the strengthening of authoritarian rule under Putin. Since Lenin’s Bolshevik Revolution, Soviet leaders used to emphasize threat from outside by likening the country to a fortress encircled by enemies—i.e., a BF metaphor—with a great power perception at the same time. Moreover, based on the BF metaphor the Russian authorities—from Lenin to Putin—managed to uphold political stability and legitimacy by stamping out enemies from within. Stressing the necessity for responding to challenges from ‘capitalist enemies’, the BF rhetoric during the Soviet period is basically considered defensive in its nature. In contrast, the BF mentality during the Putin era came to serve as a useful device to legitimize Russia’s aggressive foreign policy as well as to reinforce Putin’s authoritarian rule. For instance, the annexation of Crimea in 2014 and the invasion of Ukraine in 2022 are regarded as a preemptive measures in response to the threat perception about ‘geopolitical and geoeconomic menace’ from the West. Furthermore, Russia’s involvement in the Ukrainian conflicts is a logical consequence of the Putin regime pursuing alternative values based on Slavic nationalism and Eurasianism, while antagonizing Western liberal values. The BF rhetoric, in a nutshell, has seved as an important instrument in consolidating the Kremlin’s power base, whereas confronting with political and economic challenges from the West.
