Abstract
Despite the fact that policies for balanced regional development in Korea have been steadily continuing since the Ro-Government in 2002 and we can see the effects of such policies in actual regions, the population concentration in the metropolitan area continues while the crisis of population extinction is progressing in numerous regions. This paper express it as a 'paradox of a balanced development policy' and argues that a paradigm shift is needed from a theoretical and a policy perspectives. First of all, the theoretical basis for balanced development remains in the old regional innovation system theory as stereotyped, and abstracted. So, as a theoretical basis for balanced development, we will summarize the recent discussion about ‘optimum city size’ theories at the micro level, Zipf’s law as a macro analysis and Network Urbanism as a kind of alternatives. Now that the fine-grained policy approach for balanced regional development has reached its limit, so I presents three more innovative approaches. It is difficult to control the current trend of concentration in the metropolitan area without improving the quantitative and qualitative concentration of universities in the metropolitan area, without reduction of central government’s power and decentralization, and without significant improvement in the transportation network among non-metropolitan areas.
