Abstract
In this paper, interprets Thucydides' "History of the Peloponnesian War" from an economic perspective to analyze the causes of war. Traditional international relations theories have traditionally sought to attribute the fundamental causes of war to structural factors such as the distribution of power. However, this study applies economic expected utility theory to argue that the decisive causes of war stem from rational choices made by national policymakers. In other words, when deciding whether to participate in war, national policymakers calculate the expected utility of various outcomes and base their decisions on this calculation. This study aims to understand the causes of war by focusing on individual calculations and choices, providing a nuanced understanding different from traditional structural approaches. Its purpose is to offer practical guidance for policies aimed at preventing war and maintaining peace.
