Abstract

Indigenismo, defined as the movement, ideology, and policies of non-indigenous people advocating for indigenous interests, emerged as a political, economic, and cultural discourse and a form of policy practice aimed at integrating indigenous peoples into modern nation-states. This paper offers a comparative historical analysis of the formation and institutionalization processes of Indigenismo in Mexico and Peru during the first half of the 20th century. Rather than viewing Indigenismo as a unified or coherent ideology, the study approaches it as a historical process that evolved from an intellectual discourse into state policy and was absorbed into developmentalist state strategies. In Mexico, Indigenismo was institutionalized relatively early in the post-revolutionary period, functioning as a central element of cultural assimilationism and national integration strategies. In contrast, in Peru, Indigenismo, which originated from radical class discourse, remained unevenly and precariously institutionalized under authoritarian political conditions. By the mid-20th century, Indigenismo in both countries had gradually declined as its indigenous-centered agenda was subsumed within broader developmentalist modernization projects. By examining this historical process, this paper argues that Indigenismo constituted a crucial historical milestone in the reconfiguration of state-indigenous peoples' relations.
