초록

One of the main financial source for any country’s government – state or local – is budget revenue. Thus, the increased local budget revenue will most likely bring growth to the local economy and development. However, it may or may not enhance its financial capacity. Therefore, this paper is aimed to identify the correlation between the increase in local budget revenue and financial capacity. To measure dependency of local budget from state budget, and identify its financial independence, it is essential to define the local revenue amount itself. Moreover, the evaluation of local budget revenue and its real impact on financial capacity will assist in identifying the local units that truly need subsidies from central government, and improve the country’s economic efficiency. Thus, we used budget revenue data’s of 21 provinces and capital city of Mongolia, Ulaanbaatar, from 2000-2015, to determine in which province the revenue increase had the highest impact on local financial capacity.
