초록

This paper examined some related terminology used for the policy of Dokdo sovereignty solidifying. Concerning to the Ahn Yong-bok, he has been admired as a ‘General’ or ‘ cheering General King of Ahn Yong-bok’ by a Korean patriotic group of Daedongmun Church at a memorial ceremony in 1954 from the beginning in the city of Busan. However, Ahn Yong-bok was praised historically by famous scholar Lee Ik(nick name is Seong Ho) as a ‘Great Hero’ and suggested to be a recommended as a ‘General’ during Yi Dynasty in mid 18th century. Ahn Yong-bok sailed to Japan twice in 1693(King Sukjong 19) and 1696(King Sukjong 22). Commonly, Ahn Yong-bok’s first sailing to Japan in 1693 when he and Mr. Park Eo-dun were took forcibly by Japanese fishermen at Ulleungdo was called the ‘First Event of Sailing to Japan’, and his second sailing to Japan at the Ulleungdo through Dokdo was called as the ‘Second Event of Sailing to Japan’. But his first sailing to Japan in 1693 was not a simple sailing but a ‘hijacking event’ We have to recognize the importance of international hijacking event by using obvious terminology of ‘Sailing to Japan’. In general, many people in Korea and Japan understand the Korean’s ‘Vacant Island Policy’ for the Ulleungdo and Dokdo, which aimed to prohibit sailing and inhabit on the two islands in Korea from 15th century and the two islands were recognized as an uninhabited islands. By the way, ‘vacant island’ or ‘uninhabited island policy’ and ‘vacant island measure’ or ‘vacant island logic’ were cited and emphasized by some scholars from Japan for the idea of the logic, which might justify the imperialism policy of Japan publicizing the ‘Wasted land could be mine if I take it’, as the intention of plunder for Dokdo island by ‘terra nullius’ in1905. The ‘vacant island policy’ was first raised by Japanese 北澤正誠, and elaborated by colonialist historian 津田左右吉 as an artificial terminology. In this point, it is matter of course to abolish the terminology 'vacant island policy' in Korea to alternate it. Alternative terminology could be ‘clean out policy(刷出政策)’, or ‘clean back policy(刷還政策)’ as the same meaning like the ‘investigation and subjugation policy(搜討政策)’ during late Choseon period. The terminology of ‘clean out(刷出)’, or ‘clean back(刷還)’ which means capture out the escaped people from mainland could be plausible. However, these terminology might not emphasized the meaning of town establishment policy with this ‘clean out(刷出)’, or ‘clean back(刷還) terminology during the King Taejong and King Saejong era, which might impress the meaning only investigation and taking out the criminals escaped from mainland. Also, ‘clean out(刷出)․‘clean back(刷還)․‘investigation and subjugation(搜討)’ terminology could not include the impression of Korean territory for the island toward Japanese. In this point, I would like to use the terminology ‘patrol and inspection policy(巡審政策)’ which include the meaning of patrol, take staple products, inspect Japanese relics, and examine the aged elders to judge the policy for the town establishment or ‘clean out(刷出)․‘clean back(刷還)․‘investigation and subjugation(搜討)’, which might give the recognition of Great Korea terrain to Japan. To consider the historical proof of dispatching delegates such as ‘Nam Hoi’ for ‘patrol and inspection officer’ to Ulleungdo in King Saejong 18 and 19 for the discussion of establishment of town, it is matter of course to use terminology ‘patrol and inspection policy(巡審政策)’.
