지역경찰조직의 효과성에 대한 인식분석 - 지구대와 파출소의 비교

최근 지역경찰활동의 근간이었던 지구대 제도가 파출소로 전환하면서 양자의 효과에 대한 논란이 일고 있는 시점에 지역경찰조직의 효과성을 검증해 보았다. 지역경찰조직체제인 지구대와 파출소를 분석한 결과 외부요인으로 112신고와 현장 도착시간 지구대와 파출소가 비슷한 결과로 나타났다. 이는 112순찰차 신속배치 시스템(IDS)의 확대추진결과로 보여 지며, 사건사고 현장 대응능력제고, 5대 범죄 검거율 제고를 위해서는 도시 형태에 근거하여 지역실정에 맞는 경찰활동이 이루어져야 하겠다. 내부요인으로 파출소 제도보다 지구대 제도가 더 효과적인 것은 이미 지구대 제도를 경험한 지역경찰관의 사기진작, 직무만족, 목표의식제고, 경찰자원의 활용도 등에서 우위로 작용한 결과로 보여 진다. 주민관계 요인에서는 모두 지구대 제도보다 파출소 제도가 조직 효과성 측면에서 더 효과적인 것으로 나타났다. 따라서 지역경찰조직의 관리방식이 획일적인 파출소제도 보다는 근무지형태나 근무지역에 따라 권역별로 지구대중심형으로 하고 여타 파출소를 지원하는 새로운 지역경찰관리 방식으로 전환하는 것이 바람직 할 것이다. 본 연구는 지구대제도가 파출소제도로 전환된 이후 양 체제간의 비교를 통해서 지역실정에 알맞은 지역경찰조직 관리방식의 대안을 모색해보는 데 연구의 의의를 둘 수 있다. 정책적 제언으로 파출소체제의 확대 실시는 우선적으로 조직 진단을 통해 지역경찰조직의 강점(strength)과 약점(weakness)의 분석과 내부구성원의 합의 과정을 통해 주민의 치안 불안 심리를 고려하면서 또 다른 조직 변동이 실패를 불러일으키지 않아야 한다. 이미 전환된 파출소 체제가 성공적으로 정착하기 위해서는 무엇보다 경찰조직혁신을 통한 인력운용의 효율성 제고와 지역주민과 협력치안이 중요하다.
Abstract
To the point of arguing recently raised being associated with the systematic conversion from police station branch, which has been the main stem of locally operated police activity, to branch police office. the effectiveness of local police organizations were examined. As a result of analysis on both locally based police organizations, police station branch and branch office, on-site arrival time to the reported site of both systems after making 112 incident reports showed the similar results. This is shown as a result of expanded applications of IDSs(Intrusion Detection System) to 112 Patrol cars. Appropriate Police activities based on urban formation to improve reacting ability and arrestation rate for the fifth main criminal cases should be also required. As Internal factor, police station branch system can be more effective than branch office system because local policemen who already experienced police station branch system showed better performances in terms of morale, job satisfaction, sense of purpose and the utilization of Police resource. For interaction factor with residents, branch office system was found more effective in terms of organizational effectiveness. It is recommended, therefore, to change to the new operation system which forms police station branch by regions according to work types and areas and have the police station branch support existing branch offices. The significance of the study may lie on the consideration of alternative locally adjusted operation method of local police organization by comparing two systems after conversion from one to the other has been realized. As policy recommendations, expansion of branch office system requires organizational diagnosis first to find out the strengths and weaknesses of existing local police organization and another erroneous organizational transition should be prevented through the agreement processes among the members considering the residents' anxiety about security. To establish branch police office system successfully, which has been already realized, it is important to improve effectiveness of personnel management and collaboration policy with community through innovation of police organization.
