범죄대응력 제고를 위한 순찰지구대의 효율적 운영방안

초록

최근 우리사회의 범죄양상은 날로 광역화, 흉포화, 지능화하고 있어 서 인간생활에 심각한 두려움을 야기하고 있다. 무엇보다 현대 산업정 보화 사회의 특징인 익명성과 이질성은 과거 전통사회의 자연스러운 통제기반을 무너뜨리고 이에 의한 자연치유력과 통제력을 상실케 하 였다. 각종 비행과 범죄문제에 대한 전통적 통제력의 상실은 국가에 의한 공적 통제를 의미하는 것이며 이는 곧 국가경찰력의 기능강화로 귀결된다. 2003년 8월 본격적으로 시행된 지역경찰제는 순찰지구대를 거점으 로 지역중심의 치안서비스를 제공한다는 측면에서 과거 파출소 제도 의 획기적인 변혁으로 평가할 수 있다. 이러한 순찰지구대 체제는 지 역적 특수성과 치안수요를 고려하여 인력 및 장비를 재편성하고, 한층 보강된 기동성과 경찰력으로 현장대응력을 향상시켜 지역사회의 안전 을 확보하고 양질의 치안서비스를 제공하는데 목적을 두고 있다. 순찰지구대 체제로 전환 후 4년이 지난 현재 이에 대한 평가는 엇 갈리고 있다. 현장 대응성 강화, 업무 집중성 향상 등에서는 합격점을 받고 있지만 경찰관의 책임감 부재, 농촌지역 치안 부재, 지역주민들 의 반발과 높아진 범죄두려움, 경찰관들의 사기저하 등의 많은 문제점 또한 노출시키고 있다. 특히 치안수요를 고려치 않은 지구대 편성과, 시설부족 및 인력배분 문제는 현재까지도 일선 경찰관의 가장 큰 불 만요인으로 작용하고 있고, 이로 인해 도입당시 기대했던 효율적 치안 행정의 수행과 협력치안체제가 무너지고 있는 실정이다. 이 연구는 현행 순찰지구대 체제에 대한 회의적인 시각에서 출발하 였으며, 현재까지 제기되고 있는 순찰지구대의 운영상 문제점들에 대 한 재검토를 통해 개선방안을 제시하는데 목적이 있다. 무엇보다 순찰 지구대의 기능은 범죄와 무질서, 범죄에 대한 두려움과 공포를 사전에 줄이고 지역사회의 요구를 충족하는데 있다고 보고, 범죄대응력 제고 방안을 운영적 측면, 기능적 측면, 전략적 측면으로 세분화하여 제시 하였다.

Abstract

Recently, Crime phases in this country gave rise to our life's serious fear as conducting wide area, showing atrocity, and increasing intellectual crime. Moreover, anonymity and heterogeneity of this knowledge information society broke down control base of our traditional society and lost natural healing power. The loss of traditional control power against various delinquencies and criminal acts claim public control by country and this means the strengths of functions of national police power. The community policing officer system that National Police Agency have enforced on a national scale since August, 2003 mainly consist of the patrol division party organization. The patrol division party organization is a operation method including combination of police boxes considering in the region's actual circumstances-population, dimension, zone of life, traffic network, etc.-and the formation of the each patrol division party organization. This system aims at providing countermeasures for crime scenes, ensuring social security, and offering maintenance of good public peace. After four years passed as the introduction of patrol division, appraisals about this systems are crossing each other. Namely, the community policing officer's sense of responsibility and public peace of farming village regions, regional residence' repulsion, and higher fear of crime, lower morale of public officers, in spite of receiving a passing grade in strengthening for coping with the criminal situation and the advancement of duty concentration. Nowadays, this system is facing collapse of effective public peace administration that is expected at introducing system. The purpose of this study is attempted to suggests the countermeasures of improvement through the reexamination of raising many problems with a skeptical angle of view about patrol division system. Further, the function of patrol division is to lessen the rate of crime, disorder fear to crime and to fulfil requirement of community, and then presented improving countermeasure to crime by dividing the managing functional, and strategic aspects.
