Abstract

This study designed and delivered an online blended professional development in block coding for four Pakistani women teachers (March 2023–August 2024) and evaluated its effects using a pre–post mixed-methods design. The program combined Scratch- and mBlock-based hands-on sessions (text-to-speech, AI text recognition, digital teaching-material production) with recorded lessons and assignment feedback to accommodate low-bandwidth contexts. A 12-item Likert survey and semi-structured interviews showed significant gains in computer use, understanding of coding, and willingness to adopt digital tools; the overall mean increased from 2.2 to 5.5 (p < .05). Despite unstable internet, power outages, and equipment constraints, feasibility was confirmed and context-appropriate implementation strategies are proposed. Qualitative findings corroborated increases in self-efficacy and intention to apply learning in classrooms. This case demonstrates the effectiveness of online PD for digitally marginalized women, aligns with the UN Sustainable Development Goals (SDGs), and suggests a participatory digital-literacy model suitable for linkage with domestic development-cooperation partners (e.g., KOICA, Cultural Heritage Administration, Korea Cultural Heritage Foundation).
