Abstract
The rapid evolution of global security dynamics in the 21st century—highlighted by recent conflicts such as the Russia–Ukraine war and the Israel–Hamas hostilities—has underscored the growing reliance on unmanned and intelligent weapon systems. These changes not only transform operational concepts but also demand structural innovation in the defense acquisition process. In particular, the ability to quickly and accurately reflect operational requirements (Required Operational Capabilities, ROC) at the early stages of acquisition has become critical. This study proposes the use of the Analytic Hierarchy Process (AHP) as a scientific and systematic decision-making method to support ROC development during the initial acquisition phase. Traditional approaches often lack objectivity and are prone to delays or inaccuracies in requirements definition. By structuring ROC into a hierarchical framework and applying weighted evaluation, the AHP methodology enables a more rational and traceable determination of capability priorities. The proposed approach enhances responsiveness within the defense acquisition process, especially in the context of emerging fast-track programs for rapid fielding. The findings suggest that AHP can serve as a foundational tool for agile and evolutiona
