지역의 경제 구조와 행정은 밀접하게 연관된다. 대부분의 국가들은 행정구역이 경제 구조, 지리적 공간과 완전히 일치하지는 않지만 연결되도록 노력하고 있다. 본고에서는 경제 변화와 재구조화의 빠른 비율을 원인으로 하여 1980년대와 1990 년대 유럽, 일본, 그리고 자치행정 계층 및 통합에 대한 이론적 논의를 하고자 한다. 또한 우리나라에 있었던 자치행정 계층 및 통합에 대한 이론적 논의를 하고자한다. 2023년 연말에 활발히 거론되고 있는 서울을 비롯한 수도권 지방행정 체계개편에 대한 주요국의 사례와 여러 대안들을 검토하여 바람직한 방향을 제시하였다. 결론적으로, 광역 자치단체의 폐지 또는 광역 자치단체와 기초 자치단체 간의계층과 구역을 급격히 바꾸는 대안들의 경우 정치적 실현 가능성이라는 측면에서장애 요인을 안고 있을 뿐만 아니라 주요국의 수도권 대도시들의 사례에서도 찾을수 없다. 이러한 정책 환경을 감안할 때, 광역 자치단체와 기초 자치단체 간에는 계층 간의 축소를 통한 통폐합보다는 국가와 광역, 그리고 자치단체 간의 행정 수행이라는 기능적인 조정을 통한 소프트웨어적 개혁을 통하여 달성하는 것이 바람직하다고 본다.
Abstract
The research can be summarized as follows. The study investigates the close relationship between a region's economic structure and its administrative framework. Despite the imperfect alignment of administrative divisions with economic structures and geographic spaces in most countries, attempts are made to establish a connection. The primary focus of the research is on the theoretical discussions surrounding the rapid rates of economic change and restructuring in Europe, Japan, and various local administrative levels during the 1980s and 90s. Additionally, the study delves into theoretical discussions on local administrative levels and integration in South Korea. Furthermore, the research examines and evaluates major countries' cases and various alternatives concerning the restructuring of metropolitan administrative systems, with a particular emphasis on the actively discussed case of Seoul and its surrounding areas at the end of 2023. The aim is to provide insights into desirable directions for the ongoing discussions about the redesign of the metropolitan administrative framework. In conclusion, the research argues for a preference towards achieving functional adjustments through a software-based reform of administrative execution among the nation, metropolitan, and local authorities. This approach, focusing on the functional aspects rather than hierarchical reduction, is deemed more desirable, considering the political feasibility and the lack of evidence for such alternatives in the cases of major countries' metropolitan cities.
