광역권역의 통합 · 협력을 위한 광역거버넌스의 이론적 논의

초록

본 논문은 광역경제권의 통합 및 협력체제를 통한 지역경제발전과 지역경쟁력 강화를 주목적으로 구축되는 광역거버넌스와 관련된 새로운 이론적 시각과 논의를 제시하는 것을 목적으로 하였다. 주로 광역권 지방정부간 협력적 파트너십 구축을 위한 국외 사례들을 제시하면서, 행정구역의 급격한 변동보다는 국외 대도시권 도시행정의 연합적 성공경험을 참고로 하여 광역도시권 내부의 지방정부간 네트워크 상호연계, 협력파트너십, 행정협력을 핵심으로 하는 새로운 도시간 관계를 구축하는 것이 광역경제권의 협력과 통합에 긍정적으로 기여할 것이라는 점을 강조하였다. 본 논의를 통해 제시될 수 있는 중요한 시사점은 다음과 같이 몇 가지로 정리될 수 있다. 첫째, 글로벌 경제의 주요 경쟁단위로서 광역권의 의미는 매우 중요하다. 둘째, 시장주도에 의한 통합적 초광역경제권과 협력적 거버넌스 구축이 시급하다. 셋째, 과도기적으로 기존의 행정구역에 의한 광역협력체제의 운영이 불가피하다. 끝으로 넷째, 행정구역 조정은 결코 초광역도시권 경제통합의 유일한 방도가 아니며, 광역거버넌스로의 이행만이 근본적 방책이라고 판단된다.

Abstract

This work is dealing with new theoretical perspectives and discussion of city-region governance which sought out supporting region economic development and competitions. This work shows the case of cooperative partnerships among city-region governments in many other countries. The successful cooperation and partnerships among city regional governments could be achieved concreted by new relationships likes as network-linkages, cooperative partnership and administrative cooperation rather than the old type of the dismantling administrative district. Particularly, this work is found followings; the meaning of city region is very critical in the sense of global economy unit; the making of super-regional economic zone and cooperative governance among city-region governments is also significant; the promoting of city-region cooperative system would be imperative temporarily; the making city-region governance will be better prescription rather than the creation of city-region economic integration simply.
