Abstract

Overseas Chinese are devided into Huagiao and Huaren based on nationality. And they number more than 45million all over the world. China's Overseas Chinese policy deals with 3 groups: traditional overseas Chinese (referring to the immigrants from earlier generations who settled down in residences abroad), new overseas Chinese who have established alternative lifestyles abroad after the reform and opening-up policy, and returned overseas Chinese. This policy has become the foundation for building up an international network of overseas Chinese. As the policy comes to the spotlight it has been supported by the government financially in order to help lead in the reorganisation of overseas Chinese communities and create a system to protect their legal privileges. Particularly with Chinas' recent rise as a strong economic and political power as well as the Chinese Cultural Fever that has gripped international communities, Chinese has risen in popularity as a foreign language leading to an increase in the number of second/ third generation Chinese immigrants who partake in a Chinese language education program. Also, various programs related to Chinese culture such as 'Journey to root-seeking' are set up for these second and third generation ethnic Chinese to fortify their identity. These cultural programs have begun spreading within not only the central government but also on a regional administration level. This implies close cooperation between China's business promotion system and overseas Chinese communities in various programs of chinese culture and education network business. In Conclusion, it is apparent that there is a new international network of Chinese history and culture being established that includes all generations from old, the 2nd, the third gerneration to new geeration of overseas Chinese.
