지방행정조직의 역설적 관료 남성성 : 신공공관리 행정의 행복통치가 만든 합리적 이성의 역설

이 글은 전통 관료제의 합리적 남성성이 시민과 긴밀한 상호작용이 일어나는 일선 행정조직에서 어떻게 균열하는지 분석한다. 이를 위해 기초지방자치단체 행정조직 A시를 대상으로 행정문서 분석과 정책행위자에 대한 심층면접을 진행했다. 지방정부 간 인구 및 재정 경쟁이 심화되는 가운데 시민 행복은 새로운 통치 이념으로 등장하고 있다. ‘행복한 시민’이라는 목표를 달성하기 위해 전통 관료제의 ‘합리적 관료 남성성’은 신공공관리행정의 성과주의, 관료의 사적 이익 추구, 시민의 고객화와 관련하여 세 가지 방향으로 분열한다. 첫째, 예산 확보 및 지역 사업 유치에 성공하는 ‘기업가적 관료’, 둘째 시민과 조직 내부를 돌보는 ‘온화한 가부장’, 셋째, 긍정적 태도로 시민과 상사의 만족 및 행복을 창출하는 ‘협력적 남성성’이다. 이 남성성들은 기존 합리적 관료 남성성과 역설적 관계를 형성한다. 합리적 기술관료의 ‘차가운 이성’은 자신의 ‘영혼을 갈아 넣고’ 시민의 행복을 고양하는 ‘영혼 관리자’로 변해야 승진 등 사적 이익이 충족되는 역설을 생산한다. 본 연구는 이를 합리적 이성의 역설적 관료 남성성으로 분석했다. 역설적 관료 남성성은 헤게모니적 남성성의 균열을 보여주지만, 제도적 남성성 규범 자체를 전환하지 못하는 한계를 지닌다.
Abstract
This article analyzes how the rational masculinity of the traditional bureaucracy is transformed by the bureaucrats of the street-level administrative organization who interact closely with citizens. To this end, I conducted an analysis of administrative documents and in-depth interviews with policy actors in City A, a local government organization. Citizen happiness is emerging as a new governing ideology amidst intensifying population and financial competition among local governments. In order to achieve the goal of “happy citizens,” the “rational bureaucratic masculinity” that pursues efficiency through division of labor in the traditional bureaucratic organization splits into three directions in relation to the new public management administration's performanceism, bureaucrats' pursuit of private interests, and citizens' customerization. First, the “entrepreneurial bureaucrat” who succeeds in securing budgets and attracting local businesses in highflier positions; second, the “gentle patriarch” who cares for citizens and the organization; and third, the “cooperative masculinity” who creates satisfaction for citizens and superiors with a positive attitude. These masculinities form a paradoxical relationship with the traditional rational bureaucratic masculinity. The “cold rationality” of rational technical bureaucrats requires them to transform into “soul managers” who “sharpen their souls” and enhance the happiness and satisfaction of citizens, which requires them to engage in irrational practices to fulfill their private interests such as promotion. This study analyzes this as irrational bureaucratic masculinity. It shows a crack in hegemonic bureaucratic masculinity, but has the limitation of failing to transform institutional masculinity norms.
