본 연구는 한국 사회에서 대선을 전후해 반페미니즘 세력의 영향력이 크게 증가한 시기에 반페미니즘 세력이 여성정책 집행과정에 미친 효과를 관료들의 행위 양상을 중 심으로 분석한다. 이를 위해 2021년부터 2022년까지 지방자치단체 여성정책 조직을 대상으로 질적 사례 연구를 진행했다. 연구 결과, 일부 관료들은 여성정책에 대한 암묵적 저항을 명시적 표출로 강화하고 있었다. 기존 관료 저항이 소극적 집행으로 제도적 효능을 낮추는 방식이었다면, 반페미니즘과 접점에서 표출되는 저항은 여성정책 부서 및 담당자에 대한 공격, 여성정책 언어에서 ‘여성’과 ‘성평등’ 삭제 등 제도적 정당성을 약화한다. 저항의 방식에서도 반페미니즘 세력의 백래시 정치에 부분적 동조가 있다는 점에서 표면적으로 중립을 유지하는 기존의 저항과 차이를 보인다. 본 연구는 ‘젠더 적대’ 개념을 통해 격화된 정책저항의 인식론적, 물질적, 규범적 매커니즘을 고찰한다. 첫째, 관료들이 반페미니즘 세력과 동일한 언어로 여성정책을 공격하고 성평등에 대한 정치적 인식을 거부한다. 둘째, 여성정책 부서 업무 협조 거부, 예산 미지원, 회의 및 보고 축소 등 물질적 매커니즘의 저항이 강화된다. 셋째, 여성정책의 규범적 목표와 대상을 남성으로 복원하는 역행이 일어난다. 본 연구는 반페미니즘 세력이 여성정책 과정에 영향을 미쳐 여성정책의 담론적 후퇴와 집행 약화가 일어나는 과정을 밝히며, 반페미니즘의 확장적 반대 정치에 대항하는 페미니스트 공공행정 전략 모색을 위한 함의를 제언한다.
Abstract
This paper analyzes the effects of anti-feminist forces on the implementation of women’s policies by focusing on the behavior of bureaucrats during a period when the influence of anti-feminist forces in Korean society increased significantly around the 2022 presidential election. It examines the epistemological, material, and normative mechanisms by which some bureaucrats exert “hostile opposition to gender.” First, bureaucrats employ the same language as anti-feminist forces to attack women’s policies and oppose political recognition of gender equality. Second, the refusal to cooperate with women’s policy units, inadequate funding, and exclusion from meetings and reports reinforce the material mechanisms of resistance. Third, there is a regression that restores the normative goals and targets of women’s policy to men. The effect of anti-feminist forces on the women’s policy process can be observed in the discursive retreat of women’s policies and their weakening implementation. This paper suggests that feminist public policy enforcement is needed to counter the expanding counter-politics of anti-feminism.
