Abstract
This study aims to analyze the impact of social service demand on supply and to examine whether regional risk of local extinction moderates this relationship. To achieve this, a cross-sectional dataset for 2024 was constructed covering 229 lower-level local governments(si・gun・gu) nationwide. Demand for and supply of social services were operationalized into composite indices using Principal Component Analysis (PCA). After confirming the spatial autocorrelation of social service supply, model diagnostics were performed, leading to the selection and application of the Spatial Error Model (SEM) as the final analytical framework. The key findings are as follows: First, social service demand exerted a statistically significant positive effect on supply (B=0.633, p<.001). Second, social service supply exhibited significant positive spatial autocorrelation (Moran’s I=0.599, p<.001), revealing a structural urban-rural inversion in per capita supply. Third, the spatial error coefficient was statistically significant (λ=0.322, p<.001), indicating that spatial similarities in supply stem from unobserved structural factors shared across regions. Fourth, the interaction effect between demand and regions at risk of local extinction was negative but statistically non-significant; thus, the moderating effect was interpreted at an exploratory level. This study holds empirical significance in that it demonstrates the demand-supply relationship of social services by operationalizing them multidimensionally and accounting for spatial dependence. The findings suggest that social service issues in regions at risk of local extinction must be addressed from the perspective of adequacy relative to demand. Furthermore, they imply that social service supply policies should be designed through inter-regional linkages and collaboration, extending beyond the boundaries of individual municipal jurisdictions.
