Abstract
This study empirically examines the fragmentation problem arising from Korea’s dual ODA governance structure—concessional loans administered by the Ministry of Economy and Finance (MOEF) and the Export-Import Bank of Korea (KEXIM), and grant aid administered by the Ministry of Foreign Affairs (MOFA) and the Korea International Cooperation Agency (KOICA)—and proposes directions for legal and institutional innovation based on major donor countries’ cases and the revised Framework Act on International Development Cooperation (Act No. 21065). Regression analysis reveals that the fragmentation index has a significant negative effect on aid effectiveness (β = −.423, p < .001), while coordination capacity (β = .318) and legal-institutional maturity (β = .287) show significant positive effects (R² = .687). Korea’s fragmentation level (.72) exceeds that of Sweden (.20) and Japan (.31), and integrated-governance countries demonstrate significantly higher effectiveness than fragmented ones (F = 23.41, p < .001). International pressure (OR = 3.12) and civil society capacity (OR = 2.67) emerge as key predictors of integrated reform adoption. These findings demonstrate that mitigating fragmentation and enhancing coordination capacity are essential conditions for improving ODA effectiveness, providing empirical grounds for discussions on integrated governance reform.
