본 연구는 AI 시대 지역혁신의 작동원리를 설명하기 위한 통합적 분석틀로 지역혁신 운영체계(Regional Innovation Operating System: RIOS)를 제안한다. 인공지능과 데이터 플랫폼, 디지털트윈의 확산은 지역혁신의 관심을 혁신주체 간 연결(connection)에서 데이터･플랫폼･거버넌스가 실제로 어떻게 조율되고 학습하며 적응하는가라는 운영(operation)의 문제로 확장시키고 있다. 그러나 기존 지역혁신체제(RIS)와 혁신생태계는 혁신의 제도적 기반과 관계적 구조를 설명하기 위해 구축된 이론이며, 운영적 역동성은 그 설계 범위 밖에 있다. 이에 본 연구는 운영체제의 기능적 논리를 분석적 은유로 활용하여 동기화, 상호운용성, 조율, 재귀적 학습, 적응적 보정의 다섯 핵심 기능과 기반–운영–재귀의 3계층 구조, 재귀적 운영 사이클로 RIOS를 개념화하고, 싱가포르･에스토니아･암스테르담･핀란드･바르셀로나를 예시적 사례로 검토하였다. 본 연구는 RIOS를 기존 이론을 대체하는 인과이론이 아니라 제도적 기반과 관계적 구조 위에 운영적 역동성이라는 분석 수준을 더하는 통합적 분석틀로 제시한다.
Abstract
This study proposes the Regional Innovation Operating System (RIOS) as an integrative analytical framework for explaining how regional innovation operates in the age of artificial intelligence. As AI, big data, platforms, and digital twins diffuse, the central logic of regional innovation shifts in emphasis from the connection among actors toward the operation of the system itself. Existing approaches, namely Regional Innovation Systems (RIS) and innovation ecosystems, effectively describe the institutional and relational structure of innovation but underspecify its operational dynamics. Drawing on the functional logic of computer operating systems (synchronization, interoperability, orchestration, recursive learning, and adaptive calibration) as an analytical metaphor, this study derives the core functions, the three-layer structure, and the recursive operating cycle of RIOS. It then examines five cases of digital transformation, namely Singapore, Estonia, Amsterdam, Finland, and Barcelona, as illustrative cases to assess the framework’s explanatory potential. The analysis suggests that regional innovation can be reconceptualized as an adaptive and recursive operating system in which data, platforms, governance, experimentation, intelligence, and feedback continuously interact. Rather than claiming a new theory, the study contributes an integrative analytical framework that complements existing approaches and expands the focus of regional innovation research from structure toward operation.
