본 연구는 경찰행정 신뢰와 자치경찰제 지지 간 관계에서 치안거버넌스가 어떠한 역할을 하는지를 실증적으로 분석하는 데 목적이 있다. 자치경찰제의 안정적 정착을 위해서는 제도의 수혜자인 시민의 인식과 지지를 확보하는 것이 중요하다. 이를 위해 전국 시민 542명을 대상으로 수집한 설문자료에 구조방정식 모형을 적용하였다. 분석 결과, 경찰행정 신뢰는 자치경찰제 지지 및 치안거버넌스와 유의한 관련성을 보였으며, 치안거버넌스 역시 자치경찰제 지지와 유의하게 관련되었다. 또한 치안거버넌스를 통한 간접효과도 통계적으로 유의하여 설정한 가설이 모두 지지되었으나, 간접효과의 크기는 제한적인 수준으로 확인되었다. 이러한 결과는 자치경찰제에 대한 시민의 지지가 경찰행정 신뢰와 참여･협력 기반의 치안거버넌스 인식과 밀접하게 관련됨을 시사하며, 제도의 안정적 정착을 위해 경찰행정의 책임성과 대응성을 강화하고 시민의 의견이 치안정책에 실질적으로 반영될 수 있는 기반을 마련할 필요가 있음을 보여준다.
Abstract
This study examines the relationship between trust in police administration and public support for the autonomous police system, with particular attention to the role of policing governance. Public awareness and support are essential to the stable institutionalization of the autonomous police system. Structural equation modeling was conducted using survey data collected from 542 citizens nationwide. The results showed that trust in police administration was significantly associated with both support for the autonomous police system and perceptions of policing governance. Policing governance was also significantly associated with support for the autonomous police system. The indirect effect through policing governance was statistically significant, supporting all proposed hypotheses, although its magnitude was limited. These findings suggest that public support for the autonomous police system is closely related to trust in police administration and citizens’ perceptions of participation- and cooperation-based policing governance. Accordingly, the stable development of the autonomous police system requires stronger accountability and responsiveness in police administration, together with institutional arrangements that allow citizens’ views to be meaningfully reflected in local policing policies.
