본 연구는 다층적 관점의 사회기술전환 이론, 다층적 거버넌스 이론 및 공동체재생에너지 선행연구를 통해 마을 주도 재생에너지 사업 이행 과정에서 지방정부의 역할을 이론적으로 도출하고, 이를 파주시 마을 주도 태양광 이행모델 사례에 적용하여 기초지방정부의 역할을 실증적으로 분석･도출하는 것을 목적으로 한다. 분석 결과, 기초지방정부의 역할은 다음과 같다. 첫째, 에너지전환의 상위 목표를 지역 수준의 구체적 실행 부문에 연결시키는 역할을 수행한다. 둘째, 기초지방정부는 지역의 사회기술적 조건을 진단하고 사업 대상지 마을을 발굴하고 선별하는 과정을 지원하는 역할을 수행한다. 셋째, 기초지방정부는 마을 주도 재생에너지 사업을 공동체의 비전과 발전 전략에 연결하는 매개자 역할을 한다. 넷째, 기초지방정부는 마을 주도 재생에너지 사업에서 이해관계자 구조와 참여 방식을 설계･조정하는 역할을 수행한다. 다섯째, 기초지방정부는 상위 정책 및 지원체계와 지역 실행 방안을 연결하고, 사업의 결과를 확산하는 역할을 수행한다. 본 연구는 마을 주도 재생에너지 사업 이행 과정에서 기초지방정부의 역할을 담론 수준을 넘어 실증적으로 분석･도출하였다는 점에서 학술적･실천적 의의가 있다.
Abstract
The purpose of this study is to identify the role of local governments in the implementation of community-led renewable energy projects by drawing on socio-technical transition theory, multi-level governance theory, and community renewable energy studies. Through a case study of community-led solar PV Implememtation Moded in Paju City, this study empirically derives the specific roles of basic local governments. The findings suggest that basic local governments perform the following roles. First, they connect higher-level energy transition goals to concrete implementation domains at the local level. Second, they support the process of identifying local socio-technical conditions and discovering and selecting target communities for project implementation. Third, they act as intermediaries that link community-led renewable energy projects with the visions and development strategies of local communities. Fourth, they design and coordinate stakeholder structures and modes of participation in community-led renewable energy projects. Fifth, they connect upper-level policies and support systems with local implementation and contribute to the diffusion of pilot project outcomes. This study has academic and practical significance in that it empirically analyzes and derives the role of basic local governments in the implementation process of community-led renewable energy projects, moving beyond a purely discursive discussion.
