Abstract
This study aims to empirically analyze the structural mismatch between job demand and talent supply in high-tech strategic industries amidst the deepening concentration in the capital area and the crisis of regional extinction, and to propose region-led linkagestrategies to resolve it. Utilizing data from Statistics Korea’s “Census on Establishments (2022)” and the Korean Educational Development Institute’s “Statistical Service of Higher Education (2023),” the Demand-Supply Difference Index (DSDI) was calculatedfor four major high-tech strategic industries: Semiconductor, Display, Secondary Battery, and Bio-health. The analysis revealedthat while jobs and talent are concentrated in the Capital and Chungcheong regions, non-metropolitan areas show severe supplydemand imbalances by industry. Identifying that the outflow of youth to the capital area is primarily driven by ‘job’ factors, thisstudy proposes a shift from central government-led approaches to region-led strategies. Specifically, it suggests four major policymeasures: establishing collaborative systems, refining legal and institutional frameworks, strengthening governance, and expandinginfrastructure, along with a medium-to-long-term roadmap.
