본 연구는 중학생 및 고등학생의 참여·자치 역량 결과 산출과 보고 방식을 결정하고, 학교급별 발달 양상 분석 결과를 기반으로 교육적 함의를 탐색하는 데 목적이 있다. 이를 위해 『서울학생종단연구 2020』 1~3차년도 자료를 활용하여 학교급과 연도별 역량 수준을 분석하고 수준별 분포를 살펴보았다. 연구 결과, 참여·자치 역량의 하위영역별 점수를 준거참조 방식에 따라 3수준으로 구분하고 수준별 해석 체계를 마련하였다. 학교급에 따른 수준별 분석 결과, 중학생은 전반적으로 중간 수준(2수준)이 다수를 차지하며, 가치 존중, 의사결정, 실행 영역 모두 높은 수준(3수준)의 비율이 점차 감소하는 경향을 보였다. 고등학생은 전반적으로 중학생보다 높은 수준(3수준) 비율이 낮았다. 특히 가치 존중 영역의 수준이 가장 낮고, 의사결정 영역에서는 비교적 높은 수준을 유지하였다. 본 연구는 준거참조 방식에 기반한 참여·자치 역량 평가 체계의 교육적 의미를 논의하고, 참여·자치 역량 향상을 위한 학교 교육에서의 시사점을 제시하는 데 의의가 있다.
Abstract
This study aims to develop a result generation framework for assessing participatory and autonomous competencies among middle and high school students, analyze their empirical performance levels and developmental patterns, and explore the educational implications. Using data from the Seoul Educational Longitudinal Study of Students(2020), Waves 1-3, the study analyzed competencies by school level and year, and examined the distribution of students across performance levels. The results showed that participatory and autonomous competencies were classified into three criterion-referenced levels for each subdomain, enabling level-specific interpretation and reporting. By school level, middle school students were predominantly at the intermediate level (Level 2), with a declining proportion of high-level (Level 3) students over time in all domains. In contrast, high school students demonstrated generally lower proportions of high-level performance than middle school students, particularly in the ‘value respect’ domain, while exhibiting relatively higher performance in ‘decision-making’. This study discusses the educational implications of a criterion-referenced framework for assessing participatory and autonomous competence and presents implications for school education aimed at fostering the development of such competence.
