수도권 지역 군집분석에 따른 군집별 대응 방향: 청년정책 및 청년인구 특성을 중심으로

이 연구는 저출산･고령화에 의한 청년인구 비율의 감소와 수도권 집중 가속화 문제에 주목하여, 수도권 지역의 청년정책과 청년인구 특성을 중심으로 군집분석을 통해 기초지방정부를 유형화하였다. 수도권에서 시행하고 있는 청년정책과 청년인구 특성에 따라 기초지방정부의 유형이 상이한 그룹으로 도출될 수 있다는 가정하에 비계층적 군집분석 중 K-means 방법을 실시하였다. 군집분석 과정에서 청년정책과 청년인구 특성을 지표화하고 최대최소 변환으로 지표 정규화를 수행하였으며, Elbow method 방법으로 적정 군집 개수 도출하고, 이에 따라 수도권 기초지방정부를 4개의 군집 유형으로 분류하였다. 분석결과, 군집별로 청년정책과 청년인구의 특성에 차이를 확인해 수도권 내부에 존재하는 지역 간 차별성을 규명하였다. 이 연구는 군집 유형별 향후 청년정책 수립 및 발전에 토대가 될 수 있는 기초자료를 제공하였다는 점과 군집별 특성을 고려하여 향후 지역 맞춤형 청년정책 설계의 제언 및 대응 방향을 제시하였다는 점에서 의의가 있다.
Abstract
This study focuses on the declining youth population ratio due to low birth rates and aging, as well as the accelerating concentration in the metropolitan area. It typologized basic local governments through cluster analysis, centered on youth policies and youth population characteristics in the metropolitan region. Based on the assumption that local governments in the metropolitan area can be grouped into distinct categories according to their youth policies and youth population characteristics, the K-means method of non-hierarchical cluster analysis was applied. Youth policies and youth population characteristics were indexed, and indicators were normalized using the min-max transformation. The optimal number of clusters was determined using the Eldow method, resulting in four distinct cluster types for local governments in the metropolitan area. The analysis results confirmed differences in youth policy and youth population characteristics across clusters, identifying regional disparities within the metropolitan area. This study is significant in that it provides foundational data for establishing and developing future youth policies tailored to each cluster type and suggests regionally customized youth policy design and response directions considering cluster-specific characteristics.
