우리나라는 저출산·고령화로 인해 인구구조의 변화가 급격하게 이루어지고 있다. 인구구조 변화 자체가 단시간 내에 역전시키기 힘든 지속성을 갖고 있기 때문에 인구구조 변화의 특징을 잘 이해하고 사전적으로 대응하여야 하는 것이 무엇보다도 중요하다. 본 연구는 2000~2015년 동안 시·군·구를 대상으로 연령층을 7개로 구분하여 연령층별 인구구조의 변화를 파악하고 유형별로 인구구조 변화 특성을 비교하는데 목적을 두었다. 지난 15년 동안 인구증가를 경험한 지역과 인구감소를 경험한 지역 간 연령층별 인구구조의 변화가 매우 뚜렷하게 대비를 보이고 있다. 모든 지역에서 20~39세 연령층 감소가 가장 두드러졌으며, 50~64세 연령층의 비중 증가가 가장 높게 나타났다. 본 연구에서는 연령층별 인구증감률, 인구 비중 변화, 연령층별 인구 비중, 합계출산율과 소멸위험지수 등을 선정하여 군집분석을 통해 유형화를 수행하였다. 그 결과 지역별 인구구조의 변화 및 특성은 6가지 유형으로 구분되었으며, 지역 간 유형별 인구구조의 변화 특성이 상당히 이질적임을 잘 보여주고 있다. 본 연구는 유형별 인구구조 변화 특성에 대한 정보를 바탕으로 향후 유형별 맞춤형 인구문제 대응 방안 및 정책 수립이 필요하다는 정책적 시사점을 제공하였다.
Abstract
Korea is experiencing rapid changes in population structure due to the lowest fertility rate and highest ageing rate. Since demographic change itself has a persistence that can not be reversed within a short period of time, it is important to understand the characteristics of the demographic changes in detail. The purpose of this study are to analyze the population structure of administrative districts during 2000~2015 and to compare characteristics of changes in the population structure. There is a clear contrast between the districts experiencing population increase over the last 15 years and the districts experiencing population decrease. The key change is that the proportion of the age under 40 has reduced and the proportion of elderly population age over 50 has increased. The decline of the ratio of 20-39 age group was the most prominent in all districts, and the 50-64 age group showed the highest increase. In this study, the cluster analysis has performed based on the population growth rate, population change by age group, population proportion by age group, total fertility and extinction risk index. As a result of the cluster analysis, changes in the demographic structure of districts are divided into 6 groups and it shows that the characteristics of changes in the population structure by 6 groups are quite heterogeneous. This study gives some policy implications for customized countermeasures and the population policy based on the information of characteristics and problems of 6 different groups.
