한국에서 정보기술아키텍처(EA: Enterprise Architecture)는 2005년 EA 관련 법률 제정 이후 공공기관에 본격적으로 도입되었다. 이처럼 법에 근거한 공공기관 EA 도입이 의무화 되면서 정부에서는 EA 성과를 측정하기 위한 기준 모델이 필요하게 되었고 2006년 EA성숙도모델을 개발하였다. 이후 EA성숙도모델에 의한 성과측정 결과가 중앙행정기관 및 지자체의 기관평가에 반영되는 등 많은 기관에서 이를 중요시 여기고 있다. 그러나 EA성숙도모델이 정부부처에서 IT 정책의 주요한 기준으로 사용되고 있음에도 불구하고 이의 변화과정 연구를 통한 정책시사점에 대한 연구는 매우 미약한 현황이다. 따라서 본 논문은 EA성숙도모델과 이의 변화과정을 분석하고 이에 따른 향후 EA성숙도모델의 정책 시사점을 제시하고자 한다. 연구방법은 첫째, EA 선진국인 미국을 기반으로 다양한 EA성숙도모델을 분석한다. 둘째, 미국과 한국의 지속적인 모델 개정에 따른 정책의 변화 과정과 이에 따른시사점을 분석한다. 마지막으로 한국과 미국의 EA성숙도모델 정책변화에 따른 한국의 향후 EA성숙도모델 정책방향을 제시한다. 이를 통해 향후 EA 정책 방향에 도움을 주고 효과적인 정책을 수행하도록 지원하는 것이 본 논문의 목적이다.
Abstract
In 2005, the South Korean government introduced EA and required each agency to adopt EA by enactment of law. The South Korean government needed a standard model to evaluate EA performance so it developed EA maturity model in 2006. EA maturity model is considered an important IT policy standard by many agencies. The results of performance measurement by this model of the central government and local government agencies are reflected in the overall organization assessment. However, even though EA maturity model has been used as a major IT policy standard, there are few studies on the process of change and its policy implications. This research analyzes EA maturity model focusing on the change process and upon this basis, identifies policy implications for future EA maturity model. First, various EA maturity models of the US which is developed country in EA are analyzed. Second, policy change process from changes in the model, and its implications are analyzed. Finally, policy implications and directions for future EA maturity model of Korea are suggested from these analysis. The objective of the thesis is to support effective policy implementation and helps shape EA policy directions.
