한국 정부는 전자정부법을 통해 각 행정기관과 공공기관이 EA를 수립하여 활용하도록 의무화하였다. 그러나 EA는 전자정부 주요 의사결정 프로세스와 분리되어 추진되고 있다. EA 도입이 주로전자정부 자원관리에 초점이 맞추어져 있기 때문에 전자정부 구현에서 본래의 EA 가치를 제공하지못하고 있다. 따라서 본 연구는 본래의 EA 가치를 고려하여 EA를 활용한 전자정부 발전방향을 제시한다. 먼저 전자정부 구현에서 EA 역할을 식별한다. 그리고 전자정부 선진국과 한국의 전자정부 구현에서 EA 역할을 고찰하여 시사점을 도출한다. 이를 바탕으로 EA 기반의 한국 전자정부 발전 방향을제안한다. EA 기반 전자정부 추진을 위해서는 범정부 EA 추진전략을 재설정하고 EA법을 개정할 필요가 있다.
Abstract
Korean government established Electronic Government Act in which national agenciesmust develop and use Enterprise Architectures(EAs) for the pursuit of electronic government(e-Government). However, EAs is not embedded in the main decision processes of e-Government. Because Adopting EAs is focused on IT resource management of e-Government, EAs do not providethe original EA values in e-Government. This study presents the development direction of koreane-Government through the adoption of EAs with the consideration of the original EA values. Welook into the roles of EAs in e-Government. We draw the implications of the relationship of e-Governmentand EAs through the study of EA roles in e-Government of foreign countries and korea,proposing the development direction of korean e-Government based on EAs through the implications. The strategy for the adoption of EAs and the revision of EA laws are needed for EA-basede-Government.
