엔터프라이즈 아키텍처(EA: Enterprise Architecture)는 우리나라에서 제도화되어 공공부문의 기관은 의무적으로 도입하게 되어 있다. EA가 도입되어 확산된지 10년 가까이 되지만 아직도 많은 기관은 EA의 무용론과 활용의 어려움을 호소하고 있다. 그럼에도 불구하고 법에 의해 EA 성숙도 수준에 대한 심사를 매년 받도록 되어 있어, 도입 기관은 앞으로 나아가지도, 뒤로 물러서지도 못하는 어려운 위치에 봉착해 있다. 본 연구는 우리나라에서 왜 EA가 제대로 정착되지 못하고 있는지 이유를 EA 심사모델을 비교분석하여 도출한다. 가장 성공적으로 EA를 공공부문에 정착한 미국의 두 가지 심사모델(OMB, GAO)와 우리나라 범정부 성숙도 심사모델을 비교 분석해서 EA의 성공에 영향을 미치는 주요성공요인을 도출한다. 이러한 성공요인을 재 분류해서 정보화경영의 틀이 EA 주요성공요인과 일치함을 보여준다.
Abstract
EA (Enterprise Architecture) has been institutionalized in Korea since 2004, nonetheless many public organizations, which are mandated to adopt and use EA, are still perplexed about how to make and use EA in reality. In addition, these institutions are subject to EA maturity yearly assessment by the law. Confronting these situations, institutions seek for EA success factors that make sense in reality, and also satisfy EA assessment model. The study attempts to identify primary success factors of EA from analyzing three different EA maturity assessment models,which are OMB's EAAF, GAO's EAMMF, and Government-wide EA maturity assessment model of Korea. The identified primary success factors are then reclassified in terms of “Informatization Management” model, which consists of IT governance, EA, and IT process. Success factors classified within the Informatization Management model suggest that EA should be integrated with IT governance and IT process in order to be successful.
