공공부문의 IT투자관리체계의 도입을 위한 EA의 진화 방향 모색

한국의 공공부문에서 정보화사업의 추진성과에 대한 내외부의 문제제기가 계속되는 가운데 IT 투자관리체계의 도입에 대한 검토가 이루어지고 있다. 이에 정보기술아키텍처(이하 EA)는 IT 투자관리를 실현하는데 중요한 지원도구로 인식되어 왔지만 구체적인 활용 방향에 대한 논의가 부족했다. 본연구에서는 공공부문에서 IT투자관리를 성공적으로 도입하고 운영하기 위한 지원 도구로써 EA의 진화 방향을 탐색적으로 모색하고자 하였다. 이를 위해 IT투자관리의 해외 선행 모델에 대한 검토를 통해 IT투자관리체계 도입을 위한 핵심 요구수준을 도출하였고, 이를 토대로 국내 주요 부처 및 공공기관의 정보화사업 담당자를 대상으로 IT투자관리 현황에 대한 설문 조사를 통해 그 차이를 확인하였다. 분석 결과를 토대로 현행 공공부문 EA의 개선 방향을 도출한 결과, IT 투자관리체계가 요구하는 핵심 정보에 대한 메타모델 반영, IT투자관리 성숙도 모형과 EA 성숙도 측정모형의 통합, EA와 IT 투자관리가 통합된 정보화 거버넌스로의 확대 등의 세가지 발전 방향을 제시하였다.
Abstract
An adoption of IT investment management(ITIM) framework has been considered so as to enhance the performance of IT projects in the public sector. Also Enterprise Architecture(EA)has been considered as a crucial tool for realizing ITIM. This study explores some of the ways in which EA can advance for the successful adoption of ITIM in the public sector. After reviewing previous ITIM model implemented in foreign country, we conducted survey of 100 government agencies regarding current status of the overall ITIM process. Based on the results, we suggest public EA should be improved by defining various information that ITIM requires into the architecture meta-model and integrating ITIM and EA maturity model as well as governence framework.
