본 논문은 UN의 인간개발보고서에서 정의한 인간안보의 개념을 '궁핍으로부터의 자유'에 두고서 인간안보 실현을 위한 국제개발협력의 이념적 틀을 제시하고 방향성을 제시하고 있다. 인간안보 개념이 생소한 동아시아 지역에서 국가 간 ODA 를 통해 인간안보의 개념의 확산과 실현에 대해 인간개발지수(HDI)로써 고찰하였다. 신자유주의 경제체제 아래에서 경쟁과 갈등으로 치닫는 국제사회 속에서 그 무엇보다도 가장 절실한 것은 인간에 대한 가치 존중과 진정한 민주적 시민의식 고취라고 할 수 있다. 외교의 수단으로써의 국제원조가 이루어져서는 안 된다는 인식에 대해 본 연구는 일본과 한국의 ODA 상황을 분석하고 있으며 한국이 나아가야 할 방향에 대해서도 제언하고 있다. ODA를 통한 인간안보 개념의 확산과 실현을 증명하기 위해 베트남, 라오스, 캄보디아의 ODA 수원현황과 HDI지수 변화를 분석함으로써 ODA 수원국의 삶의 질 변화를 파악할 수 있으며, 이를 통해 인간안보 개념의 확산과 실현을 검증하였다.
Abstract
This study seeks to explain the concept of human security in East Asia and also analyze status and policy features cross-border Official development assistance(ODA) in the region, by focusing on the cases of Vietnam, Cambodia and Laos. In this paper, I give full meaning to the notion of human security and development Effectiveness, then suggest indicators that can be employed to measure it. We suggest three cluster variables of both quality and quantity of ODA, and Human Development Index.
