Abstract
South Korea(hereafter Korea) newly joined in the donor group of OECD/DAC. Since its entry to the group, concerns about planning and implementing Korea’s ODA have grown among the public as well as the South Korean government. Aiming at providing are fervency for policy decisions about the ODA, this study explores a typology of ODAs in Southeast Asia. Of particular interest are Cambodia, Laos, and Vietnam, which are currently most active in accepting the ODAs. The research is developed three-fold. First, it reviews the definitions and regulations of OECD/DAC, which affect an ODA implementation through the control of sectors, types, and channels. The part will cover an international standard that Korea needs to consider in the very basic level of articulating an ODA plan. Second, a divergence, if any, should be reviewed among key OECD/DAC members for an efficient implementation of Korea’s ODA. The research is interested in any geographical difference between pan-Asian and non-Asian members. The first group includes Japan, Australia, and New Zealand, whereas the second mostly refers to European and North America members. The goal of this division is needless to say to identify Korea’s ODA with either group. Third, the empirical study tests a geographical difference of ODA members in Southeast Asian countries along with some Korean examples. The case studies focus on three factors, namely sectors, types, and channels of ODA. The important finding of this study regarding an identification of Korea’s ODA is that Korea’s behavior is hard to identify. The Korean experiences confirm neither the international standard nor any regional preferences. The paper concludes with a discussion on how to improve the effectiveness of Korea’s ODA based on the classification that this research made out of the historical experiences.
