일본의 ODA 정책과 인간안보: 일본 국내담론과 국제규범 형성과의 관계를 중심으로

1995년 이후의 일본 개발협력외교의 중심에서 논의되었던 '인간안보'에 관한 주요 정책표명과 공표, 연설 등을 살펴보았다. 1998년 오부치총리 시기를 전후로 하여 일본의 '인간안보' 중시정책은 보다 명확한 정책표명으로, 총리 연설이나 주요 회의 기조연설, 유엔 총회 일반연설, 특히 ODA 대강의 주요정책까지 큰 범위로 성장한다. 당시의 특정한 국내 담론이 정책 담론으로 성장하고 주류 정책으로 확정될 수 있는 조건으로 정책리더의 중요성을 들 수 있는데, 이는 국제 규범을 수용하고 그의 내면화를 위한 규범 선도가의 역할이 중요하다는 것을 알 수 있다. 국제규범의 형성이 진행 중인 '인간안보' 개념을 사용하면서 일본은 오히려 자국 형 '인간안보'를 강조하고 국제규범화 작업에 적극적으로 국제적인 발신을 할 수 있게 되었고, 인류 보편적인 윤리 규범에 친밀한 이미지 형성과 동남아시아 개발도상국에의 적극적 개입을 위한 규범적 명목을 내세우는 것이 가능했었기 때문에 '인간안보'개념이 일본의 ODA정책 내에서 발전했다고 판단된다.
Abstract
Human Security is one of the center pillar and key perspective of the Japanese Foreign Policy since 1995. Prime Minister Obuchi in 1998 as the starting point for the 'Human Security' expressed more clearly policy in Japan. Human Security concept is grown to a great extent to the major policies of the Prime Minister's keynote speech and the major conferences, the UN General Assembly speech, especially into ODA charter. This was because the policy leader at that time had accepted international norms and play a big role of norm-promoter for the internalization of norms. While using the 'human security' concept was incomplete formation as a international norm, Japan was rather emphasizing the 'human security' of the desired disposition and was able to actively do the international normalization operations. In addition, because of being able to give the intimate image to universal ethics and presenting for a normative nominal for the active involvement to developing countries in South-East Asia, "Human Security" concept has developed in Japan's ODA policy.
